For faction, Romulan will always have the advantage of having more access to Superior Romulan Operative boffs, those are very good (probably 8% extra crit chance of you're getting as many as possible), actually being Romulan species is less of an advantage, you can't have Astrophysicist but can have Romulan Operative on yourself, I think Alien would result in the opposite plus the 10th slot.
